Steven Juliver, President

As the President for our Taxi business, Digital Dispatch, Mr. Juliver is responsible for providing strategic leadership to that unit’s market and geographic diversification. Mr. Juliver joins Digital Dispatch from EOS Technologies Inc., a manufacturer and supplier of electro-optic technology-based sensors, space debris tracking stations, commercial telescopes and remotely-controlled weapons stations to aerospace and defense markets, where he held the position of Executive Vice President.

He brings to Digital Dispatch over 25 years of management experience including driving strategic and financial plans, product and business development and operations. He started his career with Motorola Inc. and is a co-founder and former -Board Chair of the Southern Arizona Institute of Advanced Technology, and member of the Arizona Governor’s Council for Workforce Policy.

Mr. Juliver has a Bachelor of Business Administration degree from the University of Montreal and is based in Digital Dispatch’s headquarters in Richmond, British Columbia.

Jay Hutton, Vice President of Business Development

Jay Hutton is responsible for the new Media and Advertising business unit. He will be responsible for securing new ventures and fostering strategic business alliances for this new business unit.

Mr. Hutton is a telecom-oriented executive with proven success in major account development strategies and sales processes.Jay came to Digital Dispatch from Voice Mobility Inc., a company he co-founded in 1999. Serving both as CEO and, since 2003, as President, Jay was responsible for the Company’s vision, product management and strategy. He instituted the initial structure, guided it through an IPO, and secured comprehensive IP and OEM licensing agreements with Avaya.

Earlier in his career, Mr. Hutton worked for Ascend Communications Inc. as Country Manager for Canada. His team successfully grew Canadian operations from nothing to over 30 million dollars in under three years. Jay has a Bachelor of Arts degree.


Cliff Snelling, Vice President of Marketing

Cliff brings over 25 years of experience in the wireless data and telecommunications industry. As the Vice President of Marketing, Mr. Snelling oversees the Company’s marketing, product management, business development and business relationships activities.

Mr. Snelling comes to Digital Dispatch from SmarTalk Technologies, a manufacturer and distributor of telephone systems where he was President. Cliff previously served as Vice President of dba Telecom Canada, where he directed the product development, operations, and technical divisions. Cliff was with Glenayre Electronics Ltd. for 19 years and served in various senior executive roles developing products and systems for mobile telephone, paging and mobile data markets.

He has Bachelor of Applied Science in Electrical Engineering from Queen’s University in Ontario and is a Registered Professional Engineer in British Columbia. In his spare time, Mr. Snelling is an active volunteer with the Mount Seymour Little League Association.


Heikki Karintaus, Managing Director, Founder (Mobisoft)

Responsible for the Finland-based Mobisoft operations of Digital Dispatch, Heikki Karintaus is a pioneer in defining the technology for modern open platform taxi dispatching systems and building application service model mobile solutions (ASP) using public radio networks.

Mr. Karintaus brings 18 years of taxi fleet management system development experience and is the original founder of Mobisoft OY which specializes in providing managed fleet management solutions that can be accessed by fleet operators from anywhere using the Internet. He founded Mobisoft in 1994 and grew the company until its merger with Digital Dispatch. He has also been involved in developing state-of-art DRT solutions. Mr. Karintaus had worked as a telematics consultant with the Finnish Ministry of Transport and Communications when it started to develop the plan for the European DRT concept.

Mr. Karintaus graduated from Tampere University of Technology with a Master of Science degree in Computer Science and Production Management. He has also studied Economics in the University of Tampere.

Natalia Kazakova, Director of Customer Service

Natalia Kazakova joined Digital Dispatch in 2006 and is currently responsible for Digital Dispatch’s Customer Service and Support programs.

Ms. Kazakova is a Professional Engineer with 24 years of diverse experience working in leading international organizations as well as co-founding and heading a new start-up. She has held several engineering and management positions including Senior Researcher, Firmware Developer and Product Design Engineer at PMC-Sierra, Program Manager at Vitesse/NRC Canada, Engineering Manager and Co-founding Director for T-Globe Technology Bridge. She is a Vice Chair of APEGBC New Westminster/Burnaby Branch and a member of PMI and TRIZ.

She holds two Master of Science degrees in Computer Engineering from Ukraine and from University of Alberta and is currently pursuing Master in Business Administration degree. She is the author/co-author of 7 technical publications, and holds a patent in Microelectronics in the area of Digital Logic Circuits. She is fluent in 4 languages.


Viji Maini, Director of Projects

Viji Maini is the Director of Projects for Digital Dispatch and is responsible for the timely delivery of the Company’s enterprise and application service-based solutions.

He brings to Digital Dispatch over 15 years of experience in Project Management and IT. Prior to joining Digital Dispatch, he was responsible for managing large IT projects for Vancouver Airport Authority, and with Motorola where he was involved in large wireless infrastructure projects.

Mr. Maini is a Professional Engineer in BC. He has a Master in Robotics from Loughborough University, the U.K., and an Engineering degree from University of Bangalore, India..

Pierre Massicotte, Director of Application Software

Pierre Massicotte is responsible for providing technology leadership in developing Digital Dispatch’s product offerings.

Mr. Massicotte brings several years of experience in the development and support of real time, mission critical systems. His strong technical and business background positions him well to lead the architecture, development and future direction of our products and ensure our technology leadership. Prior to joining DDS, Mr. Massicotte was a Program Manager at Mercury Scheduling (later acquired by AD OPT), a Vancouver, British Columbia-based company specializing in airline crew scheduling systems.

Mr. Massicotte has a Bachelor of Science degree in Computer Science from McGill University, Quebec, and a Master of Science degree in Computer Science from Simon Fraser University, British Columbia.

Richard Abrahams, Operations Manager, Europe

As the Operations Manager for Europe, Richard Abrahams is responsible for the system deployement and support for Digital Dispatch’s taxi customers throughout Europe.

Mr. Abrahams brings over 19 years of experience in the wireless mobile data industry to Digital Dispatch. Prior to Digital Dispatch, Mr. Abrahams held the positions of Field Service Manager and Senior Project Manager at SMS. During his time at SMS, he successfully deployed wireless mobile data systems for major taxi, courier and automobile organizations in Europe and the Asia Pacific region.

He has an Electronic Engineering Degree from the University of East Anglia, Cambridge, UK.
